The Golden Mile
Convenient if you are staying there, with hire available at the beach clubs on Playa Nagüeles. Busier with boat traffic than the eastern beaches, particularly near Puerto Banús, so stay well inside the swimming zone and watch for craft leaving the marina.
West Toward Estepona
Quieter again, with long empty beaches and clear water. Less hire infrastructure, so it suits people with their own inflatable board — which is a genuinely practical thing to travel with on this coast given how often the conditions are right.

Stay inside the swimming zone and away from powered craft, take water and sun protection even at eight in the morning, and tell someone where you are going if you are alone. Three sensible precautions.
Watch for Boats

Sun and Water

An offshore breeze will take you out faster than you can paddle back, which is the one genuine danger of flat-water paddling and the reason to stay parallel to the beach rather than heading out. If the wind is up, take a kayak instead — considerably easier to make progress into wind.
